Rob Thomas, SVP and Chief Commercial Officer at IBM, recently described how technology typically evolves from standalone product to platform, and ultimately to foundational infrastructure—each stage demanding fundamentally different governance approaches.

During the product stage, tight corporate control delivers clear advantages. Closed development environments enable rapid iteration and precise user experience management while concentrating financial returns within a single entity. This approach works well during early development cycles.

IBM's analysis reveals that expectations shift dramatically once technology becomes foundational infrastructure. When external markets, institutional frameworks, and operational systems depend on the software, new standards emerge. At infrastructure scale, openness transforms from ideological preference to practical necessity.

AI now crosses this threshold within enterprise architecture. Models are embedded in network security, code authoring, automated decision-making, and revenue generation. AI functions less as experimental utility and more as core operational infrastructure.

Anthropic's recent limited preview of its Claude Mythos model sharpens this reality for enterprise risk managers. The company reports this model can discover and exploit software vulnerabilities at levels matching elite human security researchers.

Anthropic responded by launching Project Glasswing, a gated initiative placing these capabilities with network defenders first. From IBM's perspective, this development exposes immediate structural vulnerabilities. When autonomous models can write exploits and reshape security environments, concentrating system knowledge within a handful of vendors creates severe operational exposure, Thomas notes.

With models achieving infrastructure status, IBM argues the critical question shifts from what these applications can execute to how they're constructed, governed, inspected, and improved over time.

As frameworks grow in complexity and corporate importance, defending closed development pipelines becomes increasingly difficult. No single vendor can anticipate every operational requirement, attack vector, or failure mode.

Opaque AI structures introduce friction across network architecture. Connecting closed proprietary models with enterprise vector databases or sensitive internal data lakes creates troubleshooting bottlenecks. When anomalous outputs or hallucination spikes occur, teams lack visibility to diagnose whether errors originated in retrieval-augmented generation pipelines or base model weights.

Integrating legacy on-premises architecture with gated cloud models introduces severe operational latency. When data governance protocols prohibit sending sensitive customer information to external servers, technology teams must strip and anonymise datasets before processing. This constant sanitisation creates operational drag.

Spiralling compute costs from continuous API calls to locked models erode the profit margins these systems should enhance. Opacity prevents engineers from accurately sizing hardware deployments, forcing expensive over-provisioning to maintain baseline functionality.

Why open-source AI is essential for operational resilience

Restricting access to powerful applications resembles caution. Yet at infrastructure scale, security improves through rigorous external scrutiny rather than concealment, Thomas argues.

This represents the enduring lesson of open-source software development. Open-source code doesn't eliminate enterprise risk—IBM maintains it changes how organisations manage that risk. Open foundations allow broader populations of researchers, developers, and security defenders to examine architecture, surface weaknesses, test assumptions, and harden software under real-world conditions.

In cybersecurity operations, broad visibility rarely undermines operational resilience. Visibility frequently serves as a prerequisite for achieving resilience. Critical technologies remain safer when larger populations can challenge them, inspect their logic, and contribute to continuous improvement.

Thomas addresses a persistent misconception about open-source technology: that it inevitably commoditises innovation. In practice, open infrastructure pushes market competition higher up the technology stack. Open systems transfer financial value rather than destroying it.

As digital foundations mature, commercial value relocates toward complex implementation, system orchestration, continuous reliability, trust mechanics, and domain expertise. IBM's position asserts that long-term commercial winners aren't those who own the base technological layer, but organisations that apply it most effectively.

This pattern has played out across previous generations of enterprise tooling, cloud infrastructure, and operating systems. Open foundations historically expanded developer participation, accelerated improvement, and birthed entirely new markets built atop those base layers. Enterprise leaders increasingly view open-source as critical for infrastructure modernisation and emerging AI capabilities. IBM predicts AI will follow this historical trajectory.

Across the vendor ecosystem, leading hyperscalers are adjusting their strategies accordingly. Rather than racing to build the largest proprietary systems, profitable integrators focus on orchestration tooling that allows enterprises to swap underlying open-source models based on workload demands. This approach sidesteps vendor lock-in and allows companies to route less demanding queries to smaller, efficient open models, preserving expensive compute resources for complex customer-facing logic. The future of enterprise AI demands transparent governance

Another pragmatic reason for embracing open models involves product development influence. IBM emphasises that narrow code access leads to narrow operational perspectives. Who participates directly shapes what applications are built.

Broad access enables governments, institutions, startups, and researchers to influence how technology evolves and where it's applied. This inclusive approach drives functional innovation while building structural adaptability and public legitimacy.

As Thomas argues, once autonomous AI becomes core enterprise infrastructure, opacity can no longer serve as the organising principle for system safety. The most reliable blueprint for secure software pairs open foundations with broad external scrutiny, active code maintenance, and serious internal governance.

As AI enters its infrastructure phase, IBM contends that identical logic applies to foundation models themselves. The stronger the corporate reliance on a technology, the stronger the case for demanding openness.

If these autonomous workflows are becoming foundational to global commerce, then transparency ceases to be debatable. According to IBM, it's an absolute, non-negotiable design requirement for modern enterprise architecture.
